Northrop Grumman has awarded Karman Holdings a $21.3 million contract to advance production planning for the U.S. 
Navy’s next-generation MK 54 Torpedo Fleet Exercise Section, moving the recoverable training system closer to manufacturing. 
The award covers the program’s Proof of Manufacture phase, a critical step before Low-Rate Initial Production. 
Engineers will use the effort to validate manufacturing methods, production quality, and testing procedures before the Navy begins full system qualification for operational service. 
Recoverable training design 
The MK 54 Fleet Exercise Section replaces a live warhead with a reusable exercise and recovery assembly. 
That configuration allows sailors to conduct realistic anti-submarine warfare training without using an explosive payload. 
After each exercise, crews recover the torpedo, download mission data, and prepare the system for another deployment. 
The reusable design lowers long-term training costs while improving safety during fleet exercises. 
The Fleet Exercise Section supports the Navy’s MK 54 lightweight torpedo, the service’s primary anti-submarine weapon for engaging hostile submarines in both coastal and open-ocean environments. 
The torpedo combines proven guidance and sensing technologies developed through earlier Navy programs, helping it detect and track underwater targets across varying operating conditions. 
Its compact design also gives commanders greater flexibility. 
The MK 54 can launch from submarines, surface combatants, maritime patrol aircraft, and naval helicopters , allowing multiple platforms to use the same lightweight weapon during anti-submarine missions. 
Several allied navies also operate the torpedo , making the training configuration valuable for joint exercises and interoperability. 
Manufacturing validation begins 
The new contract shifts the program’s focus from development toward repeatable manufacturing. 
Engineers will verify production processes, inspection standards, and system testing needed before the Navy authorizes initial manufacturing. 
Successful completion of the phase will support the transition into Low-Rate Initial Production, allowing the Navy to complete qualification before introducing the upgraded training configuration across the fleet. 
Recoverable exercise systems also provide engineering benefits beyond routine training. 
Every mission generates performance data that crews and engineers can review after recovery. 
The information helps validate system behavior, identify any performance issues, and refine future training events without consuming live munitions. 
Reusing the hardware also allows the Navy to conduct more frequent exercises while reducing lifecycle costs. 
Karman has supplied maritime defense hardware for decades, supporting undersea warfare programs, surface ships, submarines, and autonomous naval platforms. 
The latest award expands its role in producing equipment that supports fleet readiness instead of frontline combat operations. 
“We’re excited to move from the Proof of Demonstration phase into Proof of Manufacture for the next generation of the Navy’s MK 54 Fleet Exercise Section,” Chief Executive Officer Jon Rambeau said . 
He said the Fleet Exercise Section addresses a complex operational requirement that Karman designed and tested over several development stages. 
Rambeau added that the company is now preparing to manufacture the system for the Navy as it moves toward production. 
Completing the Proof of Manufacture phase would remove one of the final engineering hurdles before initial production begins, positioning the MK 54 Fleet Exercise Section for broader use in future U.S. 
Navy anti-submarine warfare training.
