Cuba has acquired more than 300 military drones and has discussed potential scenarios involving the U.S. naval base at Guantanamo Bay, U.S. military vessels and Key West, Florida, according to classified intelligence shared with Axios. 
The intelligence reflects growing concern within the Trump administration about advances in drone warfare and the presence of Iranian military advisers in Cuba, according to a senior U.S. official. 
“We’re concerned about those kinds of technologies operating so close to the United States and the range of actors involved, including terror groups, drug cartels, Iran and Russia,” the official said. 
“It’s a growing threat.” 
CIA Director John Ratcliffe traveled to Cuba on Thursday and warned Cuban officials against actions viewed as hostile by the United States. 
He also urged the Cuban government to pursue political reforms that could lead to the easing of U.S. sanctions, according to a CIA official. 
“Director Ratcliffe made clear that Cuba can no longer serve as a platform for adversaries to advance hostile agendas in the Western Hemisphere,” the official said. 
The Justice Department is expected to unseal an indictment this week against Raul Castro related to the 1996 downing of a Brothers to the Rescue aircraft flown by a Miami-based humanitarian organization. 
Additional sanctions against Cuba could also be announced. 
U.S. officials say Cuba has acquired drones with offensive capabilities from Russia and Iran since 2023 and has positioned them at locations across the island. 
Officials also say Cuba recently sought additional military equipment from Russia and has studied Iran’s response to U.S. pressure and military operations. 
Russia and China also maintain signals intelligence facilities in Cuba, according to U.S. officials. 
Defense Secretary Pete Hegseth said during a congressional hearing that the presence of foreign adversaries operating so close to the United States remains a concern. 
Concerns over drone warfare have intensified following Iran’s recent use of drones in the Middle East. 
U.S. officials also estimate that thousands of Cuban soldiers have fought alongside Russian forces in Ukraine and may have gained experience with modern drone tactics. 
Despite the concerns, U.S. officials said they do not believe Cuba poses an imminent military threat or is actively preparing attacks against U.S. targets. 
However, intelligence reports indicate Cuban military officials have discussed possible drone warfare scenarios if tensions with the United States escalate. 
Officials also said Cuba lacks the military capabilities it possessed during the Cold War and does not present a threat comparable to the 1962 Cuban Missile Crisis.
