Ghost kitchens, which also exist in many parts of the West, are perfectly legal.
They are delivery-only kitchens with no dining space, which is a way for restaurants to save on rent and overhead costs.
You can track their locations because they have legitimate business licenses.
Ghost shops, on the other hand, are the fraudulent version.
Fake storefronts with forged licenses, rerouting your orders without your knowledge to whoever will make the food cheapest.
The problem arises when it comes to non-hot food delivery items like cakes and desserts, mainly because orders can be placed a few days in advance.
That gives plenty of time for ghost shop to quietly auction your order off to the cheapest unlicensed third-party baker nobody's heard of.
And the bakers? Investigators traced one order to a rundown residential building, like someone's apartment.
Just ordinary people baking out of home ovens and no food safety certification.
