or even this. Now, it starts to look a little off, but what if we look at who's actually being grouped together and 
suddenly the weirdest map might be the one that best represents similar communities? 
But that's where the argument begins. 
This is the story of redistricting in America. 
I'm Kevin Hogan and this is NTD Insight. 
Every election has a starting line. 
In House races, that is right here. 
District lines decide which voters are grouped together and that can change which candidates have the clearest path to winning. 
Every 10 years after the census, states redraw those lines to match population changes. 
And every time they do, both parties know one thing. 
The lines don't just reflect power, they can shape it. 
Massachusetts politicians figured this out early. 
In 1812, Governor Elbridge Jerry's party wanted to hold on to power in the state legislature. 
So, they redrew the state senate map by reshaping district boundaries. 
They could group voters in ways that gave their party a better shot at winning. 
And it worked. 
Jerry lost re-election as governor, but his party kept control of the legislature. 
That's when the map became famous. 
One district in Essex County looked so strange that a Boston newspaper cartoon turned it into a salamander-like creature. 
And from Jerry plus salamander came the term gerrymandering. 
But over time, this became bigger than party politics. 
After the Civil War, many districts were drawn in ways that weakened African-American voting power. 
Then came the Voting Rights Act in 1965. 
States were mandated to consider minority representation when drawing maps. 
But that created a new question. 
Should race be considered when drawing districts? 
Recent Supreme Court rulings have limited how explicitly race can be used in redistricting. 
Now that fight is escalating again, and this time it's happening before the next census even arrives. 
Ahead of the 2026 elections, states are increasingly redrawing maps. 
Mid decade, something America has not seen this aggressively since the 1800s. 
Texas moved first. 
Governor Greg Abbott signed a new congressional map they believe could help them gain House seats into law. 
And pretty soon, the fight spread to become a national arms race. 
California approved a new map. 
Missouri redrrew districts around Kansas City. 
Louisiana moved to eliminate one of its majority black districts after a Supreme Court ruling. 
And in Virginia, both parties ended up accusing each other of gerrymandering. 
But here's the modern twist. 
Ballipedia points out gerrymanders don't always look weird anymore. 
With modern voter data and computer modeling, a district can look fairly normal and still be carefully designed to produce a certain result.
