About 60 names were on the ballot to succeed him.
Under the state's primary system, all candidates appear on a single ballot and the top two finishers advance in the November elections regardless of party.
In the final days of the campaign, much of the attention has focused on Democrats Javier Becerra, a former congressman [music] and state attorney general, Tom Steyer, a billionaire known for his climate activism, and Republican Steve Hilton, who campaigned with President Trump's endorsement.
The three were leading in early returns after polls closed.
For two decades, California has been governed with established oriented Democrats.

In Los Angeles, the mayor race was jolted by the candidacy of Spencer Pratt, who starred on the reality TV show The Hills.
The Republican has focused his campaign on reducing homelessness and boosting police ranks, arguing that an outsider is needed to shake up City Hall.
Pratt has been trying to capitalize on dissatisfaction with Democrat Karen Bass, who is seeking a second term.

Bass had enough votes in the primary to qualify for the November election.
It's unclear who her opponent will be.
Also running is Nithya Raman, a progressive member of the city council.
And in California's congressional primaries, Democrats persuaded voters to let them redraw the state's congressional map so the party could potentially gain five seats in the US House.
It's the Democrats' best chance at countering Republican redistricting gains anywhere else this year after Texas redrew its map to make as many as five more seats winnable for the GOP.
Some key races haven't been decided and the outcome could help determine control of Congress.
