President Trump’s $22.5 billion planned renovation of Dulles International Airport would dramatically change how passengers get around the airport, while potentially driving up their cost to fly significantly. 
The plan removes the much-maligned “people movers”, rebuilds the C and D concourses, and add thousands of new parking spaces. 
However, Robert Mann, an aviation industry analyst and consultant with R.W. 
Mann & Company, says the project could also lead to a significant price tag for travelers and airlines. 
“Ultimately [covering these costs] comes from passengers, and in some cases it comes from taxpayers as well,” Mann told WAMU’s Morning Edition host Esther Ciammachilli. 
President Trump announced the plan in July, alongside Transportation Secretary Sean Duffy and United Airlines CEO Scott Kirby (United is the primary carrier at Dulles). 
The changes also call for four new concourses, an expanded underground AeroTrain, and a horseshoe-shaped train system to replace the airport’s decades-old mobile lounges. 
The Metropolitan Washington Airports Authority, which runs Dulles’ operations, plans to finance most of the project through municipal bonds rather than direct federal funding. 
Airlines are also expected to help cover the cost, recouping some of the expenses through per-passenger charges, which are built into ticket prices. 
Dulles’ cost per enplanement, the fee airlines pay the airport for each departing passenger, is roughly $10 today. 
Under the current financing structure, that figure could climb to more than $90 by 2035, according to an airline briefing reported by aviation analyst Gary Leff . 
Mann argues that would put Dulles at the highest per-passenger cost among any airport in the world. 
“The largest fee that I can off-hand think of is the Miami Airport fee today, which is probably in the low $30s. 
Newark is $27. 
This would be a massive hike.” 
Mann says a fee that high would make it difficult for budget airlines to operate at Dulles at all. 
Congress still needs to approve parts of the plan, and ultimately the financing could change to a mix of public bonds and public-private partnerships, which allow for private developers to help fund the project in exchange for a share of future revenues. 
Mann cautioned the initial cost estimates are likely an under-representation of the total cost once the project is completed, which is expected in less than a decade. 
Recent renovations at LaGuardia ended up costing several billion more than the initial price tag. 
The renovation at Dulles would also add a parking garage with roughly 32,000 spaces , which has drawn significant criticism. 
Mann said this would be the largest terminal-area parking structure at any airport in the country, rivaling the parking available at some of the country’s largest malls.
