FLINT, Mich. — Flint City Council will consider funding for youth programming, opioid recovery services, infrastructure projects and several city contracts during upcoming committee meetings.
Council members will gather Wednesday, Aug. 5, 2026, for this month's first batch of finance, legislative and government operations committee meetings.
Here are some of the items that will be up for discussion.
Funding for summer youth programming (Res.

This resolution authorizes city officials to appropriate $20,000 from the city’s general fund for the purpose of “creating safe spaces for Flint youth” and to encourage participation in city-hosted events, programs and community activities during the summer months, according to council documents.
If approved, the funds would remain available for expenditure over the 2027 fiscal year as the city expects to host further community events, youth programs and neighborhood activities to provide recreational, educational and enrichment opportunities for Flint youth.
Agreement with Soberhood opioid remediation services (Res.
260262)
Council members will consider a resolution to enter into an agreement with the Soberhood nonprofit organization with monies in the amount of $25,000 from Opioid Settlement Fund accounts being set aside for potential expenditures.
The proposed agreement is intended to support treatment engagement, recovery retention, and long-term opioid recovery efforts by reducing barriers to recovery and providing recovery-oriented services.
Soberhood representives are scheduled to give a presentation detailing the agreement during Wednesday night’s Finance Committee meeting.
Appointments to hospital and library boards The council will consider approving the appointment of Cheryl Atkins Goodrum to the Gloria Coles Flint Public Library Board, who will replace Melissa Brown whose term expired.
If appointed, Atkins Goodrum would serve a three-year term through June 30, 2029.
Council members will also consider the re-appointment of Christopher Flores to serve a five-year term on the Hurley Board of Hospital Managers, with the term set to expire on July 13, 2031.
Changes to City ordinance language
Amendments will be considered for 15 different city ordinances, including sections of the City Charter pertaining to licensing and permits, operations of amusement venues such as billiard halls and bowling alleys, auctions and shooting galleries.
The majority of the resolutions relate to language changes that would move duties like handling license fees and applications from the City Clerk’s office to the Department of Planning and Development.
A resolution to accept a $25,000 grant to assist with the purchase of DebtBook financial management software to assist with Finance Department operations.
A resolution to revive, extend and complete a contract with Lurvey Construction for renovations in the lower-level offices of the City of Flint’s Municipal South Building.
The extension is necessary to account for unforeseen pipe issues and material order times, and will include the expenditure of the remaining $93,226.38 of the contract’s original approved amount of $322,016.80.
A contract with BS&A Software in the amount of $154,738 is up for approval, which would allow for continued computer software services until May 2027.
A resolution would approve a one-year extension to a contract with the McNaughton-McKay company in the amount of $287,500.
The company provides Allen-Bradley machine parts necessary to maintain several electric and electronic systems that support city services like wastewater treatment, water treatment and traffic/street lighting.
A $362,000 contract with Wade Trim Inc. is up for approval to provide engineering services to design a water main replacement in a portion of the Sharp Manor subdivision near Dupont Street and W.
Pierson Road.
A resolution would authorize a two-year contract with Complete Auto & Truck Parts Inc. in an amount not the exceed $860,000 to provide towing and storage services for the Flint Police Department.
