Flint Council OKs $500K Haskell Center grant, lower millage rates 2%

FLINT, Mich. — Flint City Council supported lower millage rates, emergency service consulting and $500,000 for improvements to a local community center in their most recent meeting.
Here's a rundown of what the council did during their July 27, 2026, meeting:
Approved a two-year contract with an ambulance service consultant
Council members approved a two-year contract with L&C EMS Consulting to provide ambulance consultancy services in the 2027-28 and 2028-29 fiscal years.
The purchase order will cover services provided across two years for a total cost of $109,000.
Flint Fire Chief Theron Wiggins said the city is continuing its relationship with L&C EMS Consulting due to the consultant’s past success at providing training to the recruits of the EMS portion of the fire department.
The city has worked with L&C for the past three years.
“We picked him because he’s already doing the job and he has a track record with us,” Wiggins said during the July 27 meeting.
“He has lifted our success rate in training young men and women to the fire department between 90-100%, and that’s why we picked him.”
Authorized three millage renewals for the November general election ballot
Flint City Council voted 6-0 to approve the addition of three amended ballot measures to be added to the Nov. 3, 2026, general election ballot for Flint voters.
Each resolution calls for a millage to be renewed at a slightly decreased rate than what is currently in place:
The Public Transportation Services millage would be renewed at the rate of .5956 mills, down from .6 mills, to raise about $653,025 in its first year for the funding of public transportation services in Flint.
The Police and Fire Protection millage would be renewed at 5.968 mills, down from the current rate of 6 mills, to fund police and fire emergency services until December 2031.
The millage would raise about $6,531,134 in its first year if passed.
A Citywide Parks, Forestry and Recreation millage would be renewed at a rate of .49636 mills, down from the current 0.50 mills.
A renewed millage would raise about $544,151 in its first year for parks and recreation programs in Flint, according to council documents.
The following resolutions and ordinance amendments were approved by Flint City Council in a 6-0 vote as part of a consent agenda.
Authorize the city to accept a $500,000 grant from the Michigan Department of Labor and Economic Opportunity to fund improvement projects at the Haskell Community Center.
Approved a resolution allowing city officials to accept the Michigan Department of Health and Human Services' LEAP A-2026 grant up to $75,000.
The monies would support lead education, outreach and mitigation efforts until Sept.
30, 2026.
Passed a resolution authorizing Flint officials to spend about $137,118.33 to purchase five MACH Alert M2 Radio Interface Controller Panels for five Flint Fire Department stations.
The department's current alert system is more than 25 years old, with hardware components that are outdated and in disrepair, according to documents included with the July 27 Flint City Council agenda.
Authorized a public hearing to be scheduled regarding the rezoning of eight parcels of land located at 2300 Lapeer Road.
The Food Bank of Eastern Michigan, the petitioner of the rezoning, is seeking to rezone these parcels from a traditional neighborhood district to commerce and employment.
Food Bank representatives hope the rezoning will allow for renovation and expansion to take place without the need for a zoning variance, City Administrator Clyde Edwards said in a letter to the council.
The public hearing date has not yet been scheduled.
Authorized a separate public hearing on the rezoning of the property belonging to Powers Catholic High School located at 1505 W.
Court St., which would change the property's classification from "traditional neighborhood, low density" to "traditional neighborhood, medium density."
The school seeks to rezone the parcel to expand their facilities in the future without needing to request an official variance.
An exact date for the hearing has not been scheduled.
Passed a resolution approving the sale of a city-owned residence located in the 1800 block of W.
Hobson Ave. to Liberty Bell for the price of $4,641.05.
