Witness to shooting in downtown Casper told police she ‘felt rounds pass near her head’ 16%

CASPER, Wyo. — One of the people reportedly endangered in a shooting last week near David Street Station in downtown Casper told police she dropped to the ground after hearing gunshots and felt rounds pass near her head, shoulder and arm, according to an affidavit of probable cause filed in the case.
Since Friday, July 17, two teenagers have been arrested and charged by prosecutors with the same five counts of aggravated assault and battery for reportedly shooting at five people in the parking lot between David Street Station and the Jeffree Star store Tuesday, July 14, near midnight.
Bar Nunn resident Quincy Jonathan Eureste, 18, and Tanas Laqunae Welch, 16, are presumed innocent unless found or pleading guilty.
“This incident involved multiple people, primarily juveniles, exchanging gunfire in a highly populated public area,” said Detective Valerie Meier in a CPD release on Monday.
“The fact that no one was injured is remarkable, but it will not deter us from holding every person involved accountable.
We are investigating this incident to the fullest extent possible.
This behavior is dangerous, unacceptable, and has no place in Casper.”
Speaking to the five sources named as victims in the charges, Meier learned that three of them were downtown on foot looking for places to take photos when they found themselves followed by a group of eight males, most of whom wore red shirts, after passing by the Jeffree Star store, according to the affidavit filed in Eureste’s case.
One of them reportedly wore a white shirt and one wore a black shirt.
Mier said that all of their faces are visible on the security camera.
One person reported that the male in the white shirt lifted the shirt up to show off a tattoo of an assault rifle and told them to “remember this tattoo,” according to the affidavit.
The group of three said they walked back to the parking lot and went over to a truck where two people had pulled up.
One of the people in the truck, described in the report as Source 4, told the detective they had been driving around and “saw a few girls so they stopped to say hi” and were told that they were being followed and harassed by the eight males.
Source 4 said they and their companion in the truck circled the block and parked in the lot before Source 4 got out and walked over to the three girls.
He said a group of males appeared out of nowhere and started to “press” him.
The group of males then started walking back toward their vehicles when Source 4 said he heard gunshots “toward the sky and then the bullets started to fly past,” according to Meier’s summary of statements in the affidavit.
Source 4 couldn’t identify who was shooting, but believed he was being shot at deliberately.
He also said he saw that one of the males in a white shirt “accidentally shot” a heavy-set male in all black while attempting to take a gun from him.
Police noticed there was no evidence of injury at the scene and the hospital had not taken any gunshot victims, the detective’s report said.
One of the initial group of three, identified in the report as Source 1, described the group of males as trying to start a fight with the two people who had pulled up in the truck, saying that the male in the white shirt told someone else to go retrieve his gun.
Source 1 didn’t see who went to get the gun, but said she heard gunfire immediately after.
She said she dropped, felt bullets pass by and heard them “wizz” through the air.
She said she started running during a lull in the gunfire and dove behind a rock wall after another burst of gunfire was unleashed, the report said.
Mier said the security camera showed the group moving away from the truck when a heavy-set male wearing black fired rounds into the air, at which time the group started running back to their cars.
A male in a red shirt and jeans is reportedly seen crouching by a vehicle with a pistol and firing toward the truck that Sources 4 and 5 pulled up in, with four shots visibly impacting the asphalt in front of him, Meier noted.
The heavy-set male who earlier fired in the air is also seen shooting toward the truck, the affidavit said.
The affidavit does not identify the suspected identities of each shooter.
Source 6 in the affidavit reportedly identified the male in the black shirt and jeans as “Miles” and the male in the red shirt and jeans as “Levi,” according to the affidavit.
Source 6 reportedly said he didn’t know who started shooting, but said he ducked down, saw a gun on the ground, picked it up and started shooting because he believed he was being shot at.
Police said there was a mix of 9mm and 10mm shells in the parking lot, along with one 22 lr casing.
All but one of the suspect vehicles had fled when police responded around midnight.
A red Buick had been left at the scene and “items of evidentiary value were observed at the time,” the affidavit said.
