Item 4 – The effective annual renewal of the contract with the Regional Planning Commission of Greater Birmingham .
Item 5 – This resolution authorizes the mayor to apply, submit, and accept all grant funds for fiscal year 2026’s Gulf Coast High Intensity Drug Trafficking Area (HIDTA) program .
Item 6 – A facade improvement program loan agreement between the City and Alabama Commercial Investments as a $34,885 Community Development Block Grant 5-year forgivable loan for 1525 Rev.

Item 7 – This resolution would authorize the Mayor to enter and agreement with Community Care Development Network in an amount not to exceed $345,130 .
Under the agreement, CCDN would support direct food access operations across ten existing distribution sites and four new neighborhood sites throughout Birmingham, and build permanent infrastructure, including an addition to a storage building, a walk-in freezer, and two delivery trucks, to “serve Birmingham food-insecure households.”
Items 8 & 9 – These are associated with the items going before the Transportation and Infrastructure committee earlier in the day related to rehabilitating lighting along I-59 between 66th St.
North and the I-459 interchange.
Item 10 – A resolution allowing for the execution of an agreement with Six Pratt Community and Economic Development, Inc. , allowing them to host its annual Super Fun Day in Pratt City in early August.
Item 11 – A resolution to amend a Home Investment Partnerships Program and Development agreement between the City and the Woodlawn Foundation under which CDBG, HOME and American Rescue Plan Act funds are being used to “(i) construct up to (8) affordable new construction rental units located in South Woodlawn on 2.8 acres currently owned by Woodlawn United; (ii) on-site infrastructure improvements; and (iii), and provide housing for HABD residents at or below 30% AMI to 80% of Area Median Income (AMI),” extending the term of the agreement until December 31, 2027.
Item 12 – A resolution allowing the Mayor to execute a ground lease agreement with Daniels Development Group for .21 acres at 600 3rd Ave.
N . to be used by the Department of Unhoused Strategies as an outdoor respite for unhoused residents of the city for a term of three years at a total amount not to exceed $50,000 .
Item 13 – Allows the Mayor to execute an opioid abatement provider agreement with Urban Alchemy to provide the Birmingham Oasis (Open Accessible, Safe, Inviting Spaces).
Item 17 – Allows the Mayor to execute an agreement with Park Street Housing and Community Solutions Corporation whereby the former Hill School at 507 Third St., N . would be transferred to the developer for $1 , with Park Street developing twenty (20) single-family homes.
Eleven of these will be affordable housing units, with an 80% AMI restriction, while the other nine homes will have a 120% restriction.

Item 9 – This public hearing is for the first reading of an amendment to the city’s ordinance’s General Code, related to Title 11, “Crimes and Offenses”, Chapter 6, “Offenses Against Public Order and Safety.”
It would add a new Article C, Public Camping, “to prohibit camping on publicly owned property, including public rights-of-way, to require removal of any unlawfully established camp, and to provide for response by the City to ensure connection of persons experiencing homelessness to appropriate resources and to provide for the sanitary removal of items from public property and rights-of-way.”
It is recommended by the Mayor and submitted by the City Attorney.
Item 10 – This ordinance would authorize the Mayor to execute an agreement with the Jefferson County Board of Health , allowing the City to accept a $462,500 grant “for development of parks to provide sustainable industrial-residential buffer zones.”
Item 22 – This resolution consents to the Industrial Development Board of the City of Birmingham issuing up to $10,000,000 principal amount of its industrial revenue bonds for the purpose of financing the acquisition, construction, improvement, equipping, and installation by Culton Holdings LLC , of a manufacturing and warehousing facility located at 1811 Woodlands Industrial Dr .
